Timothy E. Meacham of Georgetown has been University Counsel at Coastal Carolina University since July 2009. His duties include review of contracts and legal advice in such areas as human resources, student affairs and student conduct, as well as providing counsel to University President David DeCenzo.
Meacham was formerly Associate University Counsel under Edgar Dyer, who served as University Counsel for 16 years. Meacham, a 1979 graduate of Coastal Carolina University and a 1982 graduate of the University of South Carolina School of Law, is the first Coastal Carolina University alumnus to become a member of the bar. As an undergraduate, he was president of Student Government Association and editor of The Chanticleer student newspaper. He was elected to Coastal Carolina University's chapter of Omicron Delta Kappa honor society and received the outstanding student award in the Department of Politics.
Meacham has worked as a prosecutor, a trial attorney in general practice, a municipal attorney and as manager of a legal services agency. He is a member of the National Association of College and University Attorneys and is a member of the Horry County Fee Resolution Panel. He has also served as a teaching associate in Coastal Carolina University's Department of Politics since 2004 and was named the Distinguished Alumnus of the Year in 2005. Meacham served as president of the University's Alumni Association in 1997-1998.
Beverly “B.J.” Landrum serves as Associate University Counsel, Chief Compliance Officer, and Freedom of Information Officer at Coastal Carolina University.
As Chief Compliance Officer, Landrum facilitates institution-wide accountability for all campus compliance procedures, including governmental regulatory laws such as the Health Insurance Portability and Accountability Act (HIPAA), Americans with Disabilities Act (ADA), the Family Education Rights and Privacy Act (FERPA), Title IV financial aid reporting, Title VII of the Civil Rights Act, and Title IX of the Higher Education Act. She also chairs the University Compliance Committee, which assesses campus-wide risks and makes recommendations to the University President and the Board of Trustees.
Prior to her appointment in 2012, she served as the Equal Employment Opportunity Manager for the University. She also served as a teaching associate in the Wall College of Business Administration from 2007 to 2010.
An attorney as well as a registered nurse, Landrum has worked as a prosecutor, legal nurse consultant, trial attorney and certified life care planner. She is a member of the National Association of College and University Attorneys, the Society of Corporate Compliance and Ethics, and is a Certified Compliance and Ethics Professional (CCEP).
She earned an associate’s degree in health sciences cum laude from Florence-Darlington Technical College, a bachelor of science summa cum laude from the Medical University of South Carolina where she was selected to the Gamma Omicron chapter of Sigma Theta Tau Honor Society, and a juris doctor degree from the University of South Carolina.
Rose Marie Johnson
Coordinator of Risk Management

Rose Marie Johnson is coordinator of risk management in the Office of University Counsel at Coastal Carolina University. She is responsible for reviewing and coordinating contracts and leases, as well as insurance issues and worker's compensation. She also serves as coordinator of the University's Strategic Planning effort.
Johnson earned a master's degree in public administration from the University of South Carolina and College of Charleston in 2001, and a bachelor's degree in business administration from Charleston Southern University in 1984. She has professional experience as an administrator in municipal government. Johnson has served as a trustee on the South Carolina Municipal Insurance Reserve Fund Board.

Kathy Watts serves as administrative coordinator to the Office of University Counsel as well as for the Executive Vice President and Chief Operating Officer. She has been employed by Coastal Carolina University since 1987. In addition to her current position, which she has held since 2004, she has served in several capacities in the University.
